I think your analysis hits the bullseye. I did not know T Boone had declared defeat. His windmill project will get a "second wind" if cap and trade passes. That disastrous bill will jack carbon-based energy prices so artificially high that wind and solar may actually be able to compete, even with their current relative technological inefficiencies.
